
POSITION: Animal Control Officer I
BASIC FUNCTION:
Under the direction of a Supervisor, perform basic animal control services including control of stray or lost animals, responding to animal complaints and assuring compliance with licensing requirements. The Animal Control Officer is responsible for the enforcement of federal, state and local laws pertaining to animal control. This work is performed in accordance with Kitsap Humane Society / Kitsap Animal Control rules, regulations and policies, and normally consists of routine patrol, resolving citizens’ complaints relative to animal nuisances, violations of ordinances, inhumane treatment, property damage, animal bites to humans and related animal control problems/concerns.
REPRESENTATIVE DUTIES:
Investigate complaints, gather evidence, photographs and statements; issue citations if necessary, compile related reports and appear in court to present information when appropriate.
Respond to citizen complaints relating to animal control.
Pick up injured, dead, stray, abandoned and/or unlicensed animals. Administer first aid; ensure comfort and security of animals as necessary up to and including euthanasia.
Enforce County, City, ordinances municipal codes, and state statutes regarding animals; communicate these politely and clearly to the public.
Sell animal licenses in the field; provide appropriate information to persons requesting service subject to fees; receive and receipt money.
Keep accurate records of daily activity, to include all stops and public contacts, via the vehicle log.
Has sufficient command of the computer system to search owner records for license, to enter animal data and enter, update and search complaint records.
Have the ability to safely drive a 1 ton van and be comfortable in trailering.
Observe Society’s vehicle policy and all safety policies relating to driving. Ensure vehicle is properly maintained and service schedule is adhered to.
Perform other duties as assigned.
EDUCATION AND EXPERIENCE:
High school diploma or GED.
One year of skilled animal handling experience desired.
Skilled in customer Service
LICENSES AND OTHER REQUIREMENTS:
Must possess a valid Washington State driver’s license and, satisfactory driving record.
Be at least 21 years of age at time of appointment.
Full drivers abstract required at time of application submitted.
Must work a flexible schedule (evenings and/or weekends) when required and stand by emergency call outs.
Must successfully complete the Animal Control Officer Academy within the one year probationary period; pending availability of said class.
Reside in Kitsap Co. or plan to move here after hire.
PHYSICAL DEMANDS AND WORKING CONDITIONS: Work is performed in office and field settings. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. Fieldwork will expose the employee to inclement weather, loud noises, moving vehicles and dust and mud. Fieldwork may require protective clothing including gloves and goggles. While performing the duties of the job, the employee is occasionally required to stand, run walk, crawl, use hands to handle, feel or operate objects, tools, controls, and equipment, and use hands and arms to control and/or restrain animals and individuals. Hearing and talking are required as a part of both office and field work. The field work also includes running and/or walking on a variety of surfaces and negotiating obstacles both within and outside of structures and buildings, crawling in confined areas, bending and stooping. Employee must occasionally lift and/or move up to one hundred pounds. Employee must be able to safely operate a vehicle.
